What drives the number

• Staffing. The largest and least visible line. A program that launches to calls needs a pilot or a remote operator on duty, with a job classification and an hourly rate. Police1 names it the most significant challenge.
• Hardware, bought or leased. Aircraft, docks, batteries, and the spares and backup aircraft that ownership requires.
• Software and connectivity. Dispatch integration, video, and the cellular or radio links to carry it.
• Training. Police1 recommends at least ten hours of flight training per month per pilot.
• Coverage geometry. A city of 100 square miles is easier to cover with docks than a county of thousands, which is why rural DFR costs more per resident.

What people do when they only see the hardware price

They budget for aircraft and get surprised by the fourth line item in year two. A $25,000 aircraft is the smallest recurring cost in a program that pays someone to fly it. The honest question for a council is not "what does the drone cost" but "who is on duty when it launches, and what does that person cost."

What a small agency can do instead

Do the first half of DFR without the program: a trained officer, a compliant aircraft in the patrol vehicle, and a policy for when it flies. That gets a live view of a scene, a search area, or a perimeter for the price of the aircraft and a Part 107 certificate.
